In the 1810s, the community was established as a military settlement.
In 1969, the Township of Goulbourn became part of the new Regional Municipality of Ottawa-Carleton.
In 1974, the villages of Richmond and Stittsville were amalgamted into the Township of Goulbourn.
In 2001, along with a host of other communities, the former Township of Goulbourn was amalgamated into Ottawa.
In 2002, Goulbourn and the former Township of Rideau became a city ward of Ottawa.
